AD: India Commodity Matchbooks

AD Suspension of Liquidation Instructions
For this investigation, the six month period for which the AD suspension of liquidation may remain in effect before the order is issued began on June 2, 2009 (the publication date of the preliminary determination) and ended on November 28, 2009.
As an ITC final affirmative injury determination was published on December 10, 2009, the ITA will instruct CBP to terminate the AD suspension of liquidation and to liquidate, without regard to AD duties, unliquidated entries of commodity matchbooks from India with a time of entry from November 29, 2009 through December 9, 2009.
AD suspension of liquidation remains in effect for subject merchandise with a time of entry on or after December 10, 2009.
(For entries with a time of entry on or after June 2, 2009 through November 28, 2009, AD suspension of liquidation and AD duty liability also remain in effect.)
Entries of Subject Merchandise During Gap Period Are Not Liable for AD Duties
Entries of subject merchandise from India with a time of entry during the "gap period", on or after November 29, 2009 through December 9, 2009, are not liable for the assessment of AD duties.
AD Cash Deposit Requirements
The ITA will also instruct CBP to require, at the same time as importers would normally deposit estimated duties, AD cash deposits at the rates specified below (which are unchanged from the final AD duty determination) for entries of subject merchandise with a time of entry on or after December 10, 2009:

1The ITA continues to find that Triveni benefited from export subsidies. Because Triveni is also subject to a countervailing duty order, the listed AD duty rate reflects an adjustment for these subsidies. The all others rate also reflects an adjustment for Triveni's export subsidies.
