AD: China Oil Country Tubular Goods
The International Trade Administration has made a preliminary affirmative antidumping determination that oil country tubular goods (OCTG) from China are being, or are likely to be, sold in the U.S. at less than fair value.

Combination Rates
The ITA has calculated combination rates for respondents that are eligible for a separate rate in this investigation. (See ITT's Online Archives or 04/11/05 news, (Ref: 05041110), for BP summary of 2005 policy bulletin outlining this change in practice with regard to AD combination rates for non-market economies (NMEs).)
Critical Circumstances for China-Wide Entity
The ITA has preliminarily determined that critical circumstances exist with respect to imports by the China-wide entity.
The ITA has also preliminarily determined that critical circumstances do not exist for mandatory respondents Jiangsu Changbao Steel Tube Co., Ltd. (Changbao) and Tianjin Pipe International Economic and Trading Corporation (TPCO), or the separate rate respondents.
AD Suspension of Liquidation Instructions
The ITA will instruct U.S. Customs and Border Protection to suspend liquidation of all entries of subject merchandise exported by TPCO and produced by Tianjin Pipe (Group) Corporation, and all entries of subject merchandise exported by the separate rate respondent combinations with a time of entry on or after November 17, 2009.
(The ITA will instruct CBP not to suspend liquidation for imports of OCTG from China exported and produced by Changbao, because it has calculated an AD duty rate of zero for this combination.)
Because the ITA found critical circumstances with regard to the China-wide entity, it will instruct CBP to suspend liquidation of subject merchandise exported by the China-wide entity with a time of entry on or after 90 days prior to November 17, 2009.
AD Cash Deposit/Bond Requirements (SomeAdjusted for Export Subsidies)
The ITA will direct CBP to require a cash deposit or bond for entries of OCTG from China for the following exporter/producer combinations (except the Changbao combination) with a time of entry on or after November 17, 2009 at the AD duty rates listed below.
Because the ITA has determined that subject merchandise exported by TPCO benefitted from an export subsidy, its AD duty rate, as well as the rate for the majority of the separate rate respondents, have been reducedfor the export subsidyportion of therate determined in the preliminary countervailing duty determination.
For the two separate rate respondents that also participated as mandatory respondents in the CV duty investigation (i.e. Wuxi Seamless Oil Pipe Co., Ltd., and Zhejiang Jianli Co., Ltd. & Zhejiang Jianli Steel Tube Co., Ltd.), because it was preliminarily determined that these companies did not benefit from any export subsidy, the ITA will not make an adjustment to the AD duty rate of these companies for purposes of cash deposits.

Postponement of Final AD Duty Determination
The ITA is postponing the deadline for its final determination until 135 days from November 17, 2009, and extending the provisional measures from a four-month period to not more than six months. Suspension of liquidation will be extended accordingly.
