CPSC to Hold Open Meeting on Drawstring/Hair Dryer Substantial Hazards, Infant & Toddler Products, Etc.

Substantial hazard listing for drawstrings, hair dryers. CSPC states that it will give a status report on the "15J" substantial hazard listing of the Consumer Product Safety Act for drawstrings and hair dryers.
("15J" of the CPSA is a new authority provided by the Consumer Product Safety Improvement Act of 2008 (CPSIA) that allows CPSC to in effect make voluntary standards into mandatory standards without going through the traditional two-step rulemaking process. It can do this by determining that a product characteristic presents a substantial hazard, provided certain conditions are met.1)
Infant/toddler product registration cards. CPSC will provide a status update on product registration cards for durable infant and toddler products. (In June 2009, CPSC issued a proposed rule to establish certain registration requirements for durable infant or toddler products, including that they be accompanied by a postage-paid consumer registration card. GAO's August report. At the meeting, the Government Accountability Office will discuss its August 2009 report, which found that CPSC's competing priorities, limited resources, and delays in implementing key provisions of the CPSIA have constrained its authority over imported consumer products. The GAO will present its report, including how better information and planning would strengthen CPSC's oversight of imported products.
Steps taken to address GAO report. CPSC staff will outline the actions being taken to implement the recommendations in the GAO's report.

1In a March 2009 presentation on textile and apparel regulations, CPSC stated that "15J" of the CPSA allows CPSC to specify by rule for any consumer product or class of consumer products characteristics whose existence or absence would be deemed a substantial product hazard if CPSC determines: (i) that such characteristics are readily observable and addressed by voluntary standards; (ii) such standards have been effective in reducing the risk of injury from consumer product; and (iii) there is substantial compliance with such standards.
