The ABU opposed using the band for cognitive radio systems, software defined radio and short- range devices in UHF broadcasting white spaces. “The ABU believes that studies and appropriate regulatory guidelines for such use are not mature at this time and will not be at least until the WRC-12.” The ABU urged “national regulators not to assign UHF bands below 806 MHz to new IMT services until the ITU-R studies are completed and necessary sharing conditions, criteria and protection margin for both broadcasting and mobile services are available to guide the regulators in their detailed national planning work.”
