ITA Finds Preliminary CV Rates Up to 31% for OCTG from China
On September 9, the International Trade Administration issued a fact sheet announcing its affirmative preliminary determination in the countervailing duty investigation on imports of certain oil country tubular goods (OCTG) from China.

Preliminary CV Rates Range from 11% to 31%
The ITA preliminarily found that Chinese producers/exporters of OCTG have received net countervailable subsidies ranging from 10.90 to 30.69 percent.
Mandatory respondents Jiangsu Changbao Steel Tube Co., Ltd., Tianjin Pipe (Group) Co., Wuxi Seamless Pipe Co., Ltd., and Zhejiang Jianli Enterprise Co., Ltd. received preliminary subsidy rates of 24.33, 10.90, 24.92, and 30.69 percent, respectively. All other Chinese producers/exporters received a preliminary subsidy rate of 21.33 percent.
As a result of this preliminary determination, the ITA will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.
(Note that there is also a companion antidumping duty investigation. Its preliminary determination is due November 4, 2009.)

The petitioners for this investigation are: Maverick Tube Corporation (TX); United States Steel Corporation (PA); TMK IPSCO (IL); V&M Star LP (TX); Wheatland Tube Corp. (PA); Evraz Rocky Mountain Steel (CO); and United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIOCLC (PA).
Scope of Investigation
The merchandise covered by this investigation consists of certain OCTG, which are hollow steel products of circular cross-section, including oil well casing and tubing, of iron (other than cast iron) or steel (both carbon and alloy), whether seamless or welded, regardless of end finish (e.g., whether or not plain end, threaded, or threaded and coupled) whether or not conforming to American Petroleum Institute or non-API specifications, whether finished (including limited service OCTG products) or unfinished (including green tubes and limited service OCTG products), whether or not thread protectors are attached. The scope of this investigation also covers OCTG coupling stock.
Excluded from the scope of this investigation is casing or tubing containing 10.5 percent or more by weight of chromium, drill pipe, unattached couplings and unattached thread protectors.
