AD: Mexico Certain Circular Welded Non-Alloy Steel Pipe and Tube, Light-Walled Rectangular Pipe and Tube
The International Trade Administration has issued the final results of its antidumping duty changed circumstances reviews of certain circular welded non-alloy steel pipe and tube and light-walled rectangular pipe and tube from Mexico.

(The ITA initiated each of these reviews in order to determine whether Ternium Mexico, S.A. de C.V. is the successor-in-interest to Hylsa S.A. de C.V. for purposes of determining AD duty liability.)
Suspension of Liquidation Continues, Ternium Assigned Hylsa's AD Duty Rates
The ITA has determined that Ternium is the successor-in-interest to Hylsa for purposes of determining AD duty liability in both of these proceedings.
Therefore, the ITA will instruct U.S. Customs and Border Protection to:
(1) continue to suspend liquidation of all shipments of circular welded non-alloy steel pipe and tube produced and exported by Ternium, and to require and AD duty cash deposit rate of 10.38% (Hylsa's rate) for entries of subject merchandise with a time of entry on or after August 18, 2009; and
(2) continue to suspend liquidation of all shipments of light-walled rectangular pipe and tube produced and exported by Ternium, and to require and AD duty cash deposit rate of 3.76% (Hylsa's rate) for entries of subject merchandise with a time of entry on or after August 18, 2009.
