AD: Russia Magnesium Metal

The International Trade Administration has issued the final results of its antidumping duty administrative review of magnesium metal from the Russian Federation (Russia) for the period of April 1, 2007 through March 31, 2008.

AD Cash Deposit Instructions for a Time of Entry on or after 08/10/09:

(a) For previously reviewed or investigated companies other than AVISMA, the AD duty cash deposit rate will continue to be the company-specific rate published for the most recent period;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) The AD duty cash deposit rate for all other manufacturers or exporters will continue to be the all-others rate established in the AD investigation, which is 21.01%.

Assessment Instructions for the Review Period (04/01/07 - 03/31/08)

The ITA intends to issue assessment instructions to U.S. Customs and Border Protection 15 days after August 10, 2009.

Because the ITA is relying on total adverse facts available to establish the AD margin for AVISMA, it will instruct CBP to apply a margin of 43.58% to all entries of subject merchandise during the review period that were produced and/or exported by AVISMA.
