ITC Institutes Preliminary AD/CV Injury Investigations on Certain Narrow Ribbons from China & Taiwan
The International Trade Commission has announced the institution of investigations and the commencement of preliminary phase antidumping and countervailing duty injury investigations regarding certain narrow woven ribbons with woven selvedge from China and Taiwan.

According to the press release, such ribbons are provided for in HTS subheading 5806.32
These investigations are being instituted in response to a petition filed by Berwick Offray LLC and its wholly-owned subsidiary Lion Ribbon Company, Inc., of Berwick, PA.
ITC to Determine if U.S. Industry is Injured
The ITC is instituting these investigations to determine whether there is a reasonable indication that an industry in the U.S. is materially injured or threatened with material injury, or the establishment of an industry in the U.S. is materially retarded, by reason of imports from China and Taiwan of narrow woven ribbons with woven selvedge. This product is also alleged to be subsidized by the Government of China.
ITC Must Reach Preliminary Injury Determination by Aug 24th
Unless the Department of Commerce extends the time for initiation, the ITC must reach a preliminary determination in AD and CV duty injury investigations in 45 days or, in this case, by August 24, 2009. The ITC's views are due at Commerce within five business days thereafter, or by August 31, 2009.
