AD: China Certain Cased Pencils
The International Trade Administration has issued the final results of its antidumping duty administrative review of certain cased pencils from China for the period of December 1, 2006 through November 30, 2007.

(a) For any previously reviewed or investigated China or non-China exporter not covered in this review, with a separate rate, the AD duty cash deposit rate will be the company-specific rate established in the most recent segment of this proceeding;
(b) For all other China exporters, the AD duty cash deposit rate will be the China-wide entity rate established in the final results of this review, which is 114.90%; and
(c) The AD duty cash deposit rate for any non-China exporter of subject merchandise from China will be the rate applicable to the China exporter that supplied that exporter.
Assessment Instructions for the Review Period (12/01/06 - 11/30/07)
The ITA intends to issue assessment instructions to U.S. Customs and Border Protection 15 days after July 13, 2009.
For China First, Three Star, and Rongxin, the ITA calculated customer-specific AD duty assessment rates. For SFTC, the company which was not selected for individual review and met the separate application status, the ITA calculated an assessment rate based on the weighted-average margin calculated for the mandatory respondents. The ITA will instruct CBP to assess AD duties on SFTC's entries equal to the margin it received in the final results, regardless of the importer of, or customer who purchased its subject merchandise.
The other three companies for whom a review was requested, Anhui, Guangdong, and
Tianjin, did not provide separate rate information. Therefore, these three companies will be considered part of the China-wide entity, and the ITA will instruct CBP to liquidate entries for all companies in the China-wide entity at the China-wide entity rate of 114.90%.
