AD: Finland Purified Carboxymethylcellulose
The International Trade Administration has issued the final results of its antidumping duty administrative review of purified carboxymethylcellulose from Finland for the period of July 1, 2007 through June 30, 2008.

AD Cash Deposit Instructions for a Time of Entry on or after 06/18/09:

(a) If the exporter is not a firm covered in this review or AD investigation, but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and
(b) If neither the exporter nor the manufacturer is a firm covered in this or any previous review conducted by the ITA, the AD duty cash deposit rate will be the all-others rate of 6.65% ad valorem from the AD investigation.
Assessment Instructions for the Review Period (07/01/07 - 06/30/08)
The ITA intends to issue assessment instructions for CP Kelco to U.S. Customs and Border Protection 15 days after June 18, 2009. The ITA has calculated importer-specific (or customer-specific) ad valorem duty assessment rates for subject merchandise.
The ITA adds that for entries of subject merchandise during the review period produced by CP Kelco for which CP Kelco did not know that the merchandise was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the 6.65% all-others rate if there is no rate for an intermediary involved in the transaction.
