AD: Canada, China Citric Acid and Certain Citrate Salts

The International Trade Administration has issued antidumping duty orders for citric acid and certain citrate salts (citric acid) from Canada and China.

AD Suspension of Liquidation Instructions

For these investigations, the six month period1 for which the AD suspension of liquidation may remain in effect before orders are issued began on November 20, 2008 (the publication date of the preliminary determinations) and ended on May 19, 2009.

AD suspension of liquidation resumes for all subject merchandise from Canada and China with a time of entry on or after May 29, 2009, the publication date of the International Trade Commission's final injury determinations.

Therefore, the ITA will instruct CBP to terminate the suspension of liquidation and to liquidate, without regard to AD duties, unliquidated entries of citric acid from Canada and China with a time of entry from May 20, 2009 through May 28, 2009.

(For entries with a time of entry on or after November 20, 2008 through May 19, 2009, AD suspension of liquidation remains in effect.)

Entries of Subject Merchandise During Gap Period Are Not Liable for AD Duties

Entries of subject merchandise from Canada and China with a time of entry during the "gap period," on or after May 20, 2009 through May 28, 2009, are not liable for the assessment of AD duties.

AD Cash Deposit Requirements

The ITA will also instruct CBP to require, at the same time as importers would normally deposit estimated duties, AD cash deposits at the rates specified below for entries of subject merchandise with a time of entry on or after May 29, 2009:
