AD: Thailand Certain Hot-Rolled Carbon Steel

The International Trade Administration has determined to reinstate the antidumping duty order on certain hot-rolled carbon steel flat products from Thailand for Sahaviriya Steel Industries Public Company Limited (SSI) for the review period of July 1, 2006 through June 30, 2007, pursuant to the final results of its AD changed circumstances review.

(The ITA preliminarily determined that SSI had sold hot-rolled steel at less than normal value and preliminarily reinstated in the AD duty order for SSI. Based on its analysis of the comments received, the ITA has made changes to the margin calculation, and the final results differ from the preliminary results.

Cash Deposit Requirement for SSI Effective May 15, 2009

The ITA states that since it has established that hot-rolled steel from Thailand manufactured and exported by SSI is being sold at less than normal value, SSI is hereby reinstated in the AD duty order effective May 15, 2009.

The ITA will advise U.S. Customs and Border Protection to collect an AD duty cash deposit of 9.04% on all entries of the subject merchandise produced by SSI with a time of entry on or after May 15, 2009.

The ITA notes that there are no changes to the rates applicable to any other companies under this AD duty order.

Suspension of Liquidation

Suspension of liquidation continues for all entries of subject merchandise manufactured and exported by SSI with a time of entry on or after December 30, 2008 (the publication date of the preliminary results of this changed circumstances review).
