The ITA initiated this changed circumstances review to determine whether Sahaviriya Steel Industries Public Company Limited (SSI) has resumed dumping hot-rolled steel and whether the AD duty order should be reinstated for hot-rolled steel from Thailand manufactured and exported by SSI.

ITA Reinstates AD Duty Cash Deposits, Suspension of Liquidation
The ITA preliminarily determines that SSI has sold hot-rolled steel at less than normal value and SSI is hereby preliminarily reinstated in the AD duty order.
Therefore, the ITA will require the following AD duty cash deposit for entries of the subject merchandise manufactured and exported by SSI with a time of entry on or after December 30, 2008:
| Company | Prelim AD Rate |
|---|---|
| Sahaviriya Steel Industries Public Company Limited (SSI) | 9.05%1 |
Furthermore, the ITA will instruct CBP to suspend liquidation of all entries of subject merchandise manufactured and exported by SSI with a time of entry on or after December 30, 2008.
The ITA states that it intends to complete this review by April 22, 2009.
1Note that the Federal Register notice contains two different AD rates for SSI. ITA sources confirm that 9.05% is the correct rate.
(See ITA notice for more information, including the scope of the order, etc.
See ITT's Online Archives or 05/19/06 news, 06051940, for BP summary of the ITA's determination to revoke the subject AD duty order for SSI.)
