CBP CSMS Messages and Web Postings

CBP has issued a CSMS message announcing that the Savannah Custom House was closed on December 29, 2008, due to a downtown Savannah fire. Due to this situation a snow day has been granted for all filers filing entries in the Area Port of Savannah, Georgia (port code 1703) for December 29th.

1. Port of Savannah Granted Snow Day Due to Fire in Downtown Savannah

2. 2009 Preliminary TRQ on Tuna and Skipjack Opens January 2nd

CBP has posted a memorandum announcing that the 2009 preliminary low-duty tariff rate quota (TRQ) limit for tuna and skipjack, in airtight containers, not in oil, in containers, weighing with their contents not over 7 kg each, is 18,100,237 kg.

According to CBP, this low-duty TRQ will open Friday, January 2, 2009 at 12:00 p.m. EST, or its equivalent in other time zones, under opening moment procedures, with the high-duty tariff numbers and rates in effect for all entry/entry summaries.

CBP states that the final low-duty TRQ limit will be provided to CBP by the National Marine Fisheries Service (NMFS) in March 2009. CBP will then issue proration and liquidation instructions to the field and trade. 3. 2009 TRQ for Beef Opens January 2nd

CBP has posted a memorandum announcing that the 2009 TRQ for beef provided for in HTS Chapter 2, Additional U.S. Note 3 will open on Friday, January 2, 2009with the below-listed countries having the following low-duty access amounts:

CBP notes that imports under these provisions are subject to U.S. Trade Representative (USTR) regulations (see 15 CFR Part 2012 (Implementation of TRQs for Beef)).

4. 2009 TRQ on Ethyl Alcohol Opens January 2nd

CBP has posted a memorandum announcing that the 2009 TRQ for qualifying ethyl alcohol from Caribbean countries and Insular Possessions as provided for in HTS Chapter 99, Subchapter I will open on Friday, January 2, 2009.

The global low-duty quantity is 621,500,000 gallons, while El Salvador has a low-duty quantity of 10,566,915 gallons. CBP notes that if El Salvador fills its allocation, any further imports will be charged to the global restraint limit.

5. 2009 TRQ on Animal Feed Containing Milk/Derivatives Opens January 2nd

CBP has posted a memorandum announcing that the 2009 TRQ on animal feed containing milk or milk derivatives as provided for in HTS Chapter 23, Additional U.S. Note 2 will open on Friday, January 2, 2009. The aggregate low-duty quantity is 7,399,700 kg and the below-listed countries have the following minimum access amounts:

6. 2009 U.S.-Jordan FTA TRQs Open January 2nd

CBP has posted a memorandum on the 2009 TRQs for the following commodities described in HTS Chapter 99, Subchapter IX, U.S. Notes 3 through 6 with respect to the U.S. - Jordan FTA (JFTA):

milk/dairy
infant formula
mixed condiments
sugar/syrups
cotton and cotton yarn

According to CBP, these TRQs will open on Friday, January 2, 2009 with the following in-quota (duty free) quantity limits:

U.S. Note 3358,000 kg
U.S. Note 41,450 kg
U.S. Note 56,300 kg
U.S. Note 61,450 kg

CBP states that peanuts in the shell shall be charged against the quota on the basis of 75 kg for each 100 kg of peanuts in the shell (U.S. Note 4, HTS subheading 9909.12.05).
