Assessment Instructions for the Review Period (05/01/06 - 04/30/07)

The ITA will issue appropriate assessment instructions directly to U.S. Customs and Border Protection 15 days after December 11, 2008.

The ITA will calculate importer- or customer-specific assessment rates for the subject merchandise where the importer has reported reliable entered values. Where the ITA does not have reliable entered values, it will calculate a per-unit assessment rate.

The ITA adds that for entries of subject merchandise during the review period produced by the respondent for which it did not know its merchandise was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the all-others rate if there is no rate for the intermediate company(ies) involved in the transaction.
