AD: Brazil, China, UAE PET Film, Sheet and Strip
The International Trade Administration has issued antidumping duty orders for certain polyethylene terephthalate film, sheet, and strip (PET film) from Brazil, China and the United Arab Emirates.

The ITA has also amended the final AD duty margins for the UAE to correct ministerial errors with respect to Flex Middle East FZE, which also affects the all-others rate.
Liquidation, Cash Deposits Refunded Prior to Final ITC Determinations
Because the International Trade Commission's final injury determinations are based on the threat of material injury and are not accompanied by findings that injury would have resulted, but for the imposition of suspension of liquidation of entries since the preliminary determinations, U.S. Customs and Border Protection is required to release any bond or other security, and refund any cash deposit of estimated AD duties posted since the ITA's preliminary determinations.
Therefore, the ITA will instruct CBP to terminate the suspension of liquidation for entries of PET film from Brazil, China, and the UAE with time of entry prior to November 6, 2008 (the date the ITC’s final injury determination was published), and refund any cash deposits made and release any bonds posted from May 5, 2008 (the publication date of the preliminary determinations) through November 5, 2008.
Suspension of Liquidation, AD Cash Deposit Requirements Begin Nov. 6, 2008
Suspension of liquidation will be reinstated for entries of PET film from Brazil, China, and the UAE with a time of entry on or after November 6, 2008.
CBP will also require, at the same time as importers would deposit estimated normal customs duties, an AD cash deposit at the rates specified below (revised for the UAE) for entries of subject merchandise with a time of entry on or after November 6, 2008:
