AD: China Certain Tissue Paper Products

The International Trade Administration has initiated an anticircumvention inquiry to determine whether certain imports of tissue paper from Thailand are circumventing the antidumping duty order on tissue paper products from China.

ITA to Determine Circumvention by China-Produced Rolls Completed in Thailand

The ITA will determine whether imports of tissue paper from Thailand which Sunlake Dcor Co., Ltd. made from jumbo rolls and cut sheets of tissue paper produced in China are circumventing the subject AD duty order.

Specifically, the petitioner alleges that China-produced jumbo rolls and cut sheets of tissue paper sent to Thailand for completion or assembly into merchandise of the same class or kind as that covered by the AD duty order on tissue paper from China are circumventing that order.

Suspension of Liquidation, Cash Deposit if Preliminary Affirmative Determination

If the ITA issues a preliminary affirmative determination, it will then instruct U.S. Customs and Border Protection to suspend liquidation and require a cash deposit of estimated duties, at the applicable rate, for each unliquidated entry of the merchandise at issue.

The ITA intends to issue its final determination within 300 days of October 27, 2008.
