AD: Russia Solid Urea
The International Trade Administration has issued its final results of the antidumping duty new shipper review of solid urea from Russia for the period of July 1, 2006 through December 31, 2006.

AD Cash Deposit Instructions for a Time of Entry on or after 05/22/08:

(a) The ITA has calculated a 0.00% AD duty rate for subject merchandise produced and exported by EuroChem; therefore, no cash deposit will be required, but it will remain subject to the order;
(b) For previously reviewed or investigated companies not listed above, the AD duty cash deposit rate will continue to be the company-specific rate published for the most recent period;
(c) If the exporter is not a firm covered in this review or the original AD investigation but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and
(d) The AD duty cash deposit rate for all other manufacturers or exporters will continue to be 64.93%, the all-others rate established in the AD investigation.
Assessment Instructions for the Review Period (07/01/06 - 12/31/06)
The ITA will issue assessment instructions for EuroChem directly to U.S. Customs and Border Protection 15 days after May 22, 2008. Because the ITA found no margin for the U.S. sale subject to this new shipper review, it will instruct CBP to liquidate the appropriate entry without regard to AD duties.
