AD: China Circular Welded Carbon Quality Steel Pipe
The International Trade Administration has amended its preliminary antidumping duty determination on circular welded carbon quality steel pipe (CWP) from China.

Jiangsu Yulong Steel Pipe Co., Ltd. (Yulong), the only participating mandatory respondent in this investigation, notified the ITA that it was withdrawing from the proceeding. As a result, Yulong no longer has a separate rate and is part of the China-wide entity, which results in revised AD duty rates. (Yulong was not previously subject to suspension of liquidation because it received a zero percent margin.)
Critical Circumstances, Suspension of Liquidation for Yulong, Revised AD Rates
In its preliminary determination, the ITA found that critical circumstances exist with respect to imports of CWP from China.
Therefore, to apply its affirmative finding of critical circumstances for the China-wide entity to Yulong, the ITA will instruct U.S. Customs and Border Protection (CBP) to suspend liquidation of all entries of CWP from China produced and/or exported by Yulong with a time of entry on or after 90 days prior April 24, 2008.
(Suspension of liquidation continues for the separate rate companies for all entries of CWP from China with a time of entry on or after 90 days prior to January 15, 2008.)
The ITA states that the collection of bonds or cash deposits will be revised as indicated below for entries of subject merchandise with a time of entry on or after April 24, 2008:
