AD: Korea Certain Carbon Steel Flat Products
The International Trade Administration has issued its final results of the antidumping duty administrative review of certain corrosion-resistant carbon steel flat products from Korea for the period of August 1, 2005 through July 31, 2006.

AD Cash Deposit Instructions for a Time of Entry on or after 03/17/08:

(a) For previously reviewed or investigated companies other than those covered by this review, the AD duty cash deposit rate will be the company-specific rate established for the most recent period;
(b) If the exporter is not a firm covered in this review, a prior review, or the AD investigation, but the producer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the subject merchandise; and
(c) If neither the exporter nor the producer is a firm covered in this review, a prior review, or the investigation, the AD duty cash deposit rate will be 17.70%, the all-others rate established in the AD investigation.
Assessment Instructions for the Review Period (08/01/05 - 07/31/06)
The ITA intends to issue appropriate assessment instructions directly to CBP 15 days after March 17, 2008.
The ITA states that it calculated importer-specific duty assessment rates for subject merchandise. Where the assessment rate is above de minimis, the ITA will instruct CBP to assess duties on all entries of subject merchandise by that importer.
The ITA adds that for entries of subject merchandise during the review period produced by companies examined in this review (i.e., companies for which a dumping margin was calculated) where the companies did not know that their merchandise was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the all-others rate if there is no company-specific rate for an intermediary involved in the transaction.
