AD: Mexico, Turkey Light-Walled Rectangular Pipe and Tube
The International Trade Administration has made preliminary affirmative antidumping duty determinations that light-walled rectangular pipe and tube (LWR) from Mexico and Turkey is being, or is likely to be, sold in the U.S. at less than fair value.

Suspension of liquidation (except PROLAMSA). The ITA is directing CBP to suspend liquidation of all entries of LWR from Mexico and Turkey (with the exception of those produced and exported by PROLAMSA) with time of entry on or after January 30, 2008.
The ITA will not instruct CBP to suspend liquidation of imports of LWR from Mexico produced and exported by Productos Laminados S.A. de C.V. (PROLAMSA), as the ITA has calculated a weighted average margin of zero for PROLAMSA.
AD cash deposit or bond. The ITA will also instruct CBP to require a cash deposit or the posting of a bond at the AD rates listed below, for entries of subject merchandise from Mexico and Turkey with a time of entry on or after January 30, 2008 (except PROLAMSA) for the following exporters/producers:

(a) The ITA has calculated a preliminary AD duty rate of 0.00% for PROLAMSA. As this is a preliminary determination, such a rate preliminarily excludes PROLAMSA from the suspension of liquidation/cash deposit/bond requirements;
(b) If the exporter is not a firm identified in these investigations, but the producer is, the rate will be the rate established for the producer of the subject merchandise; and
(c) The rate for all other producers or exporters will be 4.96% for imports of LWR from Mexico; and 27.04% for imports of LWR from Turkey.
