U.S. Customs and Border Protection has issued a revised version of its notice listing the addresses and other information involving the payment of CBP bills and other specific bill-related issues. CBP's revised version has been updated to reflect the correct address for sureties to send checks received by principals.

1. CBP Updates Its Address for Surety Payments

According to CBP, if a surety has received a check from a principal in payment of bills and is simply forwarding that check to CBP, the surety should mail that check to:

2. CBP Posts Its FY 2007 CDSOA Annual Report

CBP has posted its fiscal year 2007 Continued Dumping and Subsidy Offset Act (CDSOA, also known as the "Byrd Amendment") annual report. This report contains three sections, as described below:

FY 2007 Annual Disbursement Report. This report contains information on the disbursements for FY 2007 and includes case number, case name, the number CBP assigned to each certification, claimant name, dollar amount certified, allocation percentage, and dollar amount paid.

Uncollected Duties for FY 2007. This report lists the amount of uncollected duties on each case as of September 30, 2007. These amounts were subtracted from the liquidated duties on each case, as CBP cannot disburse funds that have not yet been collected. CBP states that all collections on these bills that take place in the future will be disbursed in the year in which they are received.

FY 2007 Clearing Account Balances as of October 1, 2007. This report lists the amounts contained in the Clearing Account for each case. These amounts represent duties filed with the entry and are preliminary numbers and may be refunded at liquidation to the importer of record based upon Commerce's final determination on the case, which may not occur during the current year. Funds do not transfer from the Clearing Account to the Special Account for CDSOA distribution until liquidation occurs. The Clearing Account does not include additional duty assessed at liquidation or reliquidation.

Note that although the CDSOA has been repealed, all duties on entries of goods made and filed before October 1, 2007 will still be distributed. 3. Various Postings to CBP's Web Site

Officers seize Aqua Dots. CBP has issued a press release announcing that officers working at the Ranier rail facility recently intercepted a shipment of toy Aqua Dots. The toys, manufactured in China, had been recalled by the Consumer Product Safety Commission as they contain butanediol. Butanediol converts to gamma hydroxybutyrate (GHB) when mixed with blood. El Paso to staff all lanes during upcoming holiday weekends. According to a CBP press release, officials in El Paso are implementing a holiday lane initiative for December 21-24, 2007 and December 28-31, 2007. During these periods, CBP plans to staff all lanes between 5 a.m. and 2 a.m. as traffic levels dictate. Border Patrol, Coast Guard sign Caribbean border agreement. CBP has issued a press release stating that U.S. Border Patrol and U.S. Coast Guard signed a memorandum of understanding for cooperation by the recently formed Caribbean Border Interagency Group (CBIG). The agreement calls for the permanent assignment of Border Patrol Intelligence agents within the Coast Guard's Sector San Juan Operations Center located in Old San Juan, Puerto Rico.
