AD: India Glycine
The International Trade Administration has made a preliminary affirmative antidumping duty determination that glycine from India is being, or is likely to be, sold in the U.S. at less than fair value.

Suspension of liquidation. The ITA will instruct U.S. Customs and Border Protection to suspend liquidation of all entries of glycine from India with a time of entry on or after November 7, 2007.
The ITA will not instruct CBP to suspend liquidation of merchandise produced and exported by Paras Intermediates Ltd. (Paras) because the weighted-average margin for Paras is zero.
Cash deposit. The ITA will instruct CBP to require a cash deposit or the posting of a bond equal to the margins listed below for the following producers/exporters (except merchandise produced and exported by Paras):

(a) If the exporter is not a firm identified in this investigation but the producer is, the AD duty rate will be the rate established for the producer of the subject merchandise.
Final AD determination. The ITA states that it will make its final AD duty determination for glycine from India no later than 75 days after November 1, 2007.
HTS classification. Glycine is normally classified under HTS 2922.49.4020. The scope of this investigation also covers precursors of dried crystalline glycine, including, but not limited to, glycine slurry, i.e., glycine in a non-crystallized form, and sodium glycinate. Glycine slurry is also classified under HTS 2922.49.4020, and sodium glycinate is classified under HTS 2922.49.8000.

The ITA's Federal Register notice states that this is an amended preliminary determination; however, the original preliminary determination was published in the Federal Register on the same date. The ITA states it issued an amended preliminary determination to list nine firms inadvertently omitted from the preliminary determination.
