AD: China Certain Polyester Staple Fiber

Final negative critical circumstances for all companies. The International Trade Commission has determined that critical circumstances do not exist with respect to certain polyester staple fiber from China.
The ITC determination differs from the ITA's previous finding of final affirmative critical circumstances for Far Eastern Industries (Shanghai) Ltd. (Far Eastern). As a result, the ITA will instruct U.S. Customs and Border Protection to lift suspension of liquidation, release any bond or other security, and refund any AD cash deposit made to secure the payment of AD duties for entries with a time of entry on or after September 27, 2006 through December 25, 2006 (i.e. the 90 days prior to the date of publication of the preliminary AD duty determination).
Suspension of liquidation continues, cash deposit only (except for Cixi Jiangnan). For all other companies except Cixi Jiangnan Chemical Co., Ltd. (Cixi Jiangnan), which is excluded from the order, CBP will continue to suspend liquidation and require, at the same time as importers would normally deposit estimated duties on this merchandise, a cash deposit equal to the estimated weighted-average AD duty margins as listed below, for entries of subject merchandise with a time of entry on or after December 26, 2006:
