AD: China Honey

The International Trade Administration (ITA) has issued partial expedited final results of the antidumping (AD) duty administrative review of honey from China for the period of December 1, 2004 through November 30, 2005.

The ITA states that it is expediting the final results of this review for Chengdu Waiyuan Bee Products Co., Ltd. (Chengdu), an uncooperative respondent, because of its extraordinary surge of exports and the significant difference between Chengdu's current AD cash deposit rate of 22.03% and Chengdu's preliminary results of administrative review AD cash deposit rate of 212.39% based on total adverse facts available (AFA). (a) The AD duty cash deposit rate for China exporters who received a separate rate in a prior segment of the proceeding will continue to be the rate assigned in that segment of the proceeding;

(b) For all other China exporters of subject merchandise which have not been found to be entitled to a separate rate, the AD duty cash deposit rate will be the China-wide entity rate of 212.39%; and

(c) For all non-China exporters of subject merchandise, the AD duty cash deposit rate will be the rate applicable to the China supplier of that exporter.

(The ITA notes that the final China-wide entity rate will be determined in the final results of review that will cover all entities other than Chengdu1. These non-expedited final results of review are currently due for issuance by May 3, 2007.)

Assessment Instructions for the Review Period (12/01/04 - 11/30/05)

The ITA states that it intends to issue assessment instructions directly to U.S. Customs and Border Protection (CBP) 15 days after April 2, 2007.
