Hard Copy Version of the "Basic Edition" of the 2007 HTS is Missing Chapter 75, Index Only Partially Updated

The International Trade Commission (ITC) has posted to its Web site an announcement stating that the hard copy version of the February 3rd "basic edition" of the 2007 Harmonized Tariff Schedule (HTS) was inadvertently printed without Chapter 75.

Chapter 75 Can be Found Online, Will be Included in the Printed 2007 Supplement

ITC states that those who need a copy of Chapter 75 (nickel and articles thereof) should access it online at http://hotdocs.usitc.gov/docs/tata/hts/bychapter/0700C75.pdf). (Note that Chapter 75 is 4 pages in length.)

ITC adds that Chapter 75 will be included in the GPO-printed hard copy 2007 Supplement.

Index Partially Updated, Full Update May be Included in the Online and Printed 2007 Supplement

Trade sources have noted and ITC sources have confirmed that the alphabetical index has only been partially updated in both the hard copy and online versions of the 2007 HTS. ITC sources state that they will continue work to update the index, and a full update of the index may be ready by the time the 2007 Supplement is issued.

Underlying Tariff Numbers of Some HTS Chapter 99 Numbers Need Proclamation to be Updated in Online and Printed HTS

ITC sources continue to state that a Presidential Proclamation is needed to update the underlying tariff numbers of some HTS Chapter 99 numbers in the online and GPO-printed 2007 HTS; however, U.S. Customs and Border Protection (CBP) has already updated a number of these underlying numbers in its ABI and Harmonized Records.

(The "basic edition" of the 2007 HTS took effect on February 3, 2007, and replaced the 'preliminary' January 1, 2007 version. Among other things, the newer edition includes the amendments arising from Proclamation 8097, which amended the HTS to reflect numerous WCO - recommended changes.
