AD: China Certain Activated Carbon
The International Trade Administration (ITA) has made a final affirmative antidumping (AD) duty determination that certain activated carbon from China is being, or is likely to be, sold in the U.S. at less than fair value:

Combination rates. In the notice of initiation for this AD duty investigation, the ITA stated that it would calculate exporter/supplier combination rates for certain respondents that are eligible for a separate rate in this AD duty investigation. (See ITT's Online Archives or 04/11/05 news, (Ref: 05041110), for BP summary of an April 2005 policy bulletin outlining this change in practice with regard to combination rates. This policy bulletin also announced a new application process for obtaining separate rates.)
Suspension of liquidation continues. The ITA states that it will instruct U.S. Customs and Border Protection (CBP) to continue to suspend liquidation of entries of subject merchandise from China with a time of entry on or after October 11, 2006.
Cash deposit/bond requirement. The ITA will also instruct CBP to require an AD cash deposit or the posting of a bond (equal to the weighted average margin) at the AD rates specified below, for entries of subject merchandise from China with a time of entry on or after March 2, 2007:

4The ITA notes that the China wide entity includes Datong Huibao Activated Carbon Co., Ltd. and its affiliated company Beijing Hibridge Trading Co., Ltd. However, ITA sources note that if Huibao is the supplier to Jacobi, the Jacobi rate applies (see table above).
Scope of Investigation Revised to Add Exclusion Language for Blended Material
The ITA states that it has determined to not revise the scope of the investigation other than to clarify that the exclusion for certain blended activated carbon only applies to mixtures of steam and chemically activated carbons.
