AD: Taiwan Certain Stainless Steel Butt-Weld Pipe Fittings
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty administrative review of certain stainless steel butt-weld pipe fittings from Taiwan for the period of June 1, 2004 through May 31, 2005.

AD Cash Deposit Instructions for a Time of Entry on or after 11/20/06:

(a) For merchandise exported by producers or exporters not covered in this review but covered in the AD investigation, the AD duty cash deposit rate will continue to be the company-specific rate from the most recent review;
(b) If the exporter is not a firm covered in this review, a prior review, or the AD investigation, but the producer is, the AD duty cash deposit rate will be that established for the most recent period for the producer of the merchandise;
(c) The AD duty cash deposit rate for all other producers or exporters will be 51.01%, the "all-others" rate established in the AD investigation.
Assessment Instructions for the Review Period (06/01/04 - 05/31/05)
The ITA states that it will issue appropriate assessment instructions for subject merchandise directly to U.S. Customs and Border Protection (CBP) within 15 days of November 20, 2006.
Additionally, the ITA states it has calculated importer-specific duty assessment rates, which trade sources note may differ significantly from the AD cash deposit rate listed above (which is a weighted average).
The ITA adds that where Ta Chen did not know that subject merchandise that it produced during the review period was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the "all-others" rate if there is no rate for the intermediate company(ies) involved in the transaction.
