AD: China Heavy Forged Hand Tools, Finished or Unfinished, With or Without Handles
The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of heavy forged hand tools, finished or unfinished, with or without handles, from China for the period of February 1, 2004 through January 31, 2005.

(a) for any previously reviewed or investigated China or non-China exporter, not covered in this review, with a separate rate, the cash deposit rate will be the company-specific rate established in the most recent segment of those proceedings;
(b) for all other China exporters, the cash deposit rates will be the China-wide rates established in the final results of this review which are as follows: 189.37% for axes/adzes, 45.42% for hammers/sledges, 98.77% for picks/mattocks, and 139.31% for bars/wedges; and
(c) the cash deposit rate for any non-China exporter of subject merchandise from China who does not have its own rate will be the rate applicable to the China exporter that supplied the non-China exporter.
Assessment Instructions for the Review Period (02/01/04-01/31/05)
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of September 14, 2006.
Additionally, the ITA states it calculated importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which are weighted averages).
