AD: Mexico Certain Oil Country Tubular Goods

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain oil country tubular goods from Mexico for the period of August 1, 2004 through July 31, 2005.

AD Cash Deposit Rate for a Time of Entry on or after 09/18/06:

(a) For previously reviewed or investigated companies not listed above, the cash deposit rate will continue to be the company-specific rate published in the most recent period;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) the cash deposit rate for all other manufacturers or exporters will continue to be 23.79%, the "all others" rate from the AD investigation.

Assessment Instructions for the Review Period (02/01/04 - 01/31/05)

The ITA will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) on or after the 41st day after publication of these final results of AD duty administrative review (i.e., September 18, 2006).

Additionally, the ITA states it calculated importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which are weighted averages).

The ITA adds that in certain situations where the reviewed company did not know their merchandise was destined for the U.S., the ITA will instruct CBP to liquidate such unreviewed entries at the "all others" rate if there is no rate for the intermediate (reseller) company(ies) involved in the transaction.
