CBP Issues New C-TPAT Security Criteria, Implementation Plans, for Foreign Manufacturers and Rail Carriers
U.S. Customs and Border Protection (CBP) has posted its new Customs-Trade Partnership Against Terrorism (C-TPAT) minimum-security criteria for foreign manufacturers and rail carriers, each of which is effective as of August 29, 2006.

CBP has also posted implementation plans for these new C-TPAT security criteria.
(Currently, C-TPAT for foreign manufacturers is open to manufacturers in Mexico and other foreign manufacturers by invitation only. In addition, CBP has already implemented security criteria and implementation plans for C-TPAT sea carriers, C-TPAT importers, and C-TPAT highway carriers.)
Immediate Implementation for New Applicants; Phased Implementation for Existing C-TPAT Members
The security guidelines for foreign manufacturers and rail carriers are effective as of August 29, 2006 for those foreign manufacturers or rail carriers wishing to join C-TPAT.
For existing foreign manufacturer or rail carrier C-TPAT members, a phased implementation schedule is being implemented.
