Final negative critical circumstances finding. In addition, the ITA has made a final determination that critical circumstances do not exist for imports of subject merchandise from Japan because: (i) there is no history of dumping of this product in the U.S. or elsewhere, and (ii) the calculated final AD margin for Nishiyama's export price (EP) sales and for "all other" exporters is less than the 25% knowledge threshold. As a result, the ITA is instructing U.S. Customs and Border Protection (CBP) to continue to suspend liquidation of all entries of subject merchandise from Japan with a time of entry on or after February 1, 2006, the date of publication of the preliminary AD determination.

Post bond or cash deposit at revised rates. The ITA is also instructing CBP to continue to require a cash deposit or the posting of a bond at the revised AD rates (equal to the weighted average margin) listed below, for each entry with a time of entry on or after June 23, 2006.
