AD: India Certain Forged Stainless Steel Flanges
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty changed circumstances review of certain forged stainless steel flanges from India.

Hilton Metal Forging Ltd. is the successor-in-interest. The ITA has determined that Hilton Metal Forging Ltd. (HMFL) is the successor-in-interest company to Hilton Forge. According to the ITA, HMFL's management, production facilities, supplier relationships, sales facilities, and customer base are essentially unchanged from those of Hilton Forge. Therefore, the record evidence demonstrates that the new entity operates in the same manner as the predecessor company.
HMFL receives 0.89% AD duty rate for entries of subject merchandise. The ITA also determined that HMFL should receive the same AD duty treatment as Hilton Forge, i.e., a 0.89% AD duty cash deposit rate.
The ITA states that it will inform U.S. Customs and Border Protection (CBP) that Hilton Forge no longer exists as a separate corporate entity, and that it will assign the same company-specific number to HMFL as it assigned to Hilton Forge. In addition, the ITA states that it will also instruct CBP that it should apply to HMFL the same cash deposit rate currently applied to Hilton Forge (i.e., 0.89%) for all entries of the subject merchandise with a time of entry on or after June 1, 2006.
