The International Trade Administration (ITA) has issued the final results of its countervailing (CV) duty administrative review of certain hot-rolled carbon steel flat products from India for the period January 1, 2004, through December 31, 2004.

CV Cash Deposit Rates for a Time of Entry on or After 05/17/06:

(a) For non-reviewed companies, the CV cash deposit rates will be the rate for that company established in the CV investigation or the most recently completed administrative review; and
(b) The "All Others" rate (16.10%) will apply to all non-reviewed companies until a review of a company assigned this rate is requested.
Liquidation Instructions for the Review Period (01/01/04 - 12/31/04)
According to the ITA notice and ITA sources, the ITA will issue liquidation instructions for Essar at the 4.56% CV rate to U.S. Customs and Border Protection for entries or exports made during the period of review, within 15 days of May 17, 2006.
