AD: Thailand Certain Hot-Rolled Carbon Steel Flat Products

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of carbon and certain alloy steel wire rod from Canada for the period of November 1, 2003 through October 31, 2004.

Revocation of AD Duty Order for SSI

According to ITA sources, the ITA has determined to revoke the AD duty order for entries of subject merchandise produced by Sahaviriya Steel Industries Public Company Limited (SSI), and exported by any company.

(a) An AD duty rate of zero exists for SSI. In addition, because the AD duty order on subject merchandise is being revoked with respect to SSI, no cash deposit is required;

(b) For merchandise exported by producers or exporters not covered in this review but covered in the AD investigation, the AD cash deposit rate will continue to be the company-specific rate from the most recent review;

(c) If the exporter is not a firm covered in this review, a prior review, or the AD investigation, but the producer is, the AD cash deposit rate will be the rate that was established for the most recent period for the producer of the merchandise; and

(d) The AD cash deposit rate for all other producers or exporters will be 3.86%, the "All Others" rate established in the AD investigation.

Assessment Instructions for the Review Period (11/01/03 - 10/31/04)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of May 17, 2006.

Additionally, the ITA states it has calculated importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which are weighted averages).
