AD: Japan Ball Bearings and Parts Thereof

The International Trade Administration (ITA) has initiated and is issuing its preliminary results of an antidumping (AD) duty changed circumstances review of ball bearings and parts thereof from Japan.

The ITA preliminarily concludes that JTEKT Corporation (JTEKT) is the successor-in-interest to Koyo Seiko Co., Ltd. (Koyo Seiko), and, as a result, should be accorded the same treatment previously accorded to Koyo Seiko, with regard to the AD duty order on ball bearings and parts thereof from Japan. The ITA also notes that Koyo clarified that the name of Koyo Corporation of U.S.A. will remain unchanged at this time.

The ITA concludes that Koyo Seiko Co., Ltd., and Koyo Corporation of U.S.A.'s (collectively, Koyo's) petition for a changed circumstances review demonstrates that no major changes have occurred with respect to Koyo Seiko's management, production facilities, suppliers, or customer base as a result of its merger with Toyoda Machine Works, Ltd. (Toyoda) and name change to JTEKT.

As a result, the ITA states that if its final results remain the same as these preliminary results, effective the date of publication of the final results, it will instruct U.S. Customs and Border Protection (CBP) to assign entries of merchandise produced or exported by JTEKT the AD duty cash deposit rate applicable to Koyo Seiko.

-the ITA will issue the final results of this changed circumstances review no later than 270 days after March 16, 2006 or within 45 days of March 23, 2006 if all parties agree to its preliminary finding.
