AD: Romania Certain Small Diameter Carbon and Alloy Seamless Standard, Line, and Pressure Pipe

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain small diameter carbon and alloy seamless standard, line, and pressure pipe from Romania for the period of August 1, 2004 through July 31, 2005.

AD Cash Deposit Instructions for a Time of Entry on or after 03/22/06:

a) For merchandise exported by producers or exporters that were previously investigated or reviewed, the AD duty cash deposit rate will continue to be the company-specific rate published for the most recent period;

b) If the exporter is not a firm covered in this review, a prior review, or the AD investigation, but the producer is, the AD duty cash deposit rate will be the rate established for the most recent period for the producer of the subject merchandise; and

c) If neither the exporter nor the producer is a firm covered in this review, a prior review, or the AD investigation, the AD duty cash deposit rate will be 13.06%, the "All-Others" rate established in the 2002 - 2003 administrative review.

Assessment Instructions for the Review Period (08/01/04 - 07/31/05)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of March 22, 2006.

As the ITA is applying adverse facts available to all exports of subject merchandise produced or exported by S.C. Silcotub S.A., it states that it will instruct CBP to assess the final percentage margin (15.15%) against the entered Customs value of all applicable entries during the period of review.
