AD: India Certain Forged Stainless Steel Flanges

The International Trade Administration (ITA) has issued the preliminary results of its antidumping (AD) duty changed circumstances review of certain forged stainless steel flanges from India.

(The ITA initiated this changed circumstances review of the AD duty order on subject merchandise from India to determine whether Hilton Metal Forging Ltd. (HMFL) is the successor-in-interest to Hilton Forge.)

The ITA has preliminarily determined that HMFL is the successor-in-interest to Hilton Forge for purposes of determining AD liability in this proceeding. As a result, the ITA preliminary determines that HMFL should be given the same AD cash deposit rate as Hilton Forge (i.e., a 0.89% AD duty cash deposit rate).

The ITA adds that the current requirements for cash deposits of estimated AD duties on subject merchandise will remain in effect unless and until they are modified pursuant to the final results of this AD changed circumstances review. In addition, the AD cash deposit determination from this AD changed circumstances review will apply to all entries of the subject merchandise with a time on entry on or after the date of publication of the final results of this changed circumstances review.

The ITA plans to issue the final results of this AD changed circumstances review no later than 270 days from December 28, 2005.
