AD: Canada Certain Softwood Lumber Products

The International Trade Administration (ITA) has issued its preliminary results of this antidumping (AD) duty changed circumstances review of certain softwood lumber products from Canada.

These preliminary results are not in effect and the current requirements for a cash deposit of estimated AD duties on subject merchandise will continue unless and until these requirements are modified pursuant to the final results of this AD duty changed circumstances review. The ITA plans to issue the final results of this AD changed circumstances review by March 10, 2006.

(The ITA states it initiated this changed circumstances review in order to determine the appropriate AD cash deposit rate for West Fraser Mills Limited (West Fraser), which acquired Weldwood of Canada Limited (Weldwood) on December 31, 2004.)

The ITA has preliminarily determined that the post-acquisition West Fraser is the successor-in-interest to the pre-acquisition West Fraser. As a result, the ITA preliminary concludes that the post-acquisition West Fraser should be assigned the same AD cash deposit rate as West Fraser prior to the acquisition.

If these preliminary results are affirmed in the final results, the ITA will apply the AD cash deposit rate from this changed circumstances review to all entries of the subject merchandise with a time of entry on or after the date of publication of the final results of this AD changed circumstances review.
