AD: China Brake Rotors
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty new shipper review of brake rotors from China for the review period of April 1, 2004 through September 30, 2004.

Bonding is No Longer Permitted
As a result, the ITA states that bonding will no longer be permitted to fulfill security requirements for shipments of brake rotors from China that are manufactured and exported by Wally or Dixion with a time of entry on or after January 25, 2006.
For shipments with a time of entry on or after January 25, 2006, the ITA has determined the following AD cash deposit rates apply:

(a) The ITA has found that an AD duty rate of zero exists for Wally; as a result, no AD cash deposit is required; however, suspension of liquidation will continue;
(b) The AD cash deposit rate for China exporters who received a separate rate in a prior segment of the AD proceeding will continue to be the rate assigned in that segment of the AD proceeding;
(c) The AD cash deposit rate for the China-wide entity and for subject merchandise exported by Wally and Dixion, but not manufactured by themselves will continue to be the China-wide rate of 43.32%; and
(d) The AD cash deposit rate for non-China exporters of subject merchandise from China will be the rate applicable to the China exporter that supplied the exporter.
Assessment Instructions
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of January 25, 2006.
Additionally, the ITA states it has calculated importer-specific duty assessment rates for subject merchandise, which according to trade sources, may differ significantly from the AD cash deposit rates listed above (which are weighted averages).
