AD: India Certain Forged Stainless Steel Flanges

The International Trade Administration (ITA) has initiated an antidumping (AD) duty changed circumstances review of the AD duty order on certain forged stainless steel flanges from India, to determine whether Hilton Metal Forgings, Ltd. is the successor-in-interest to Hilton Forge.

Initiation of AD Duty Changed Circumstances Review

The ITA states that on November 14, 2005, Hilton Forge filed a request for an AD duty changed circumstances review, claiming that it has changed its name to Hilton Metal Forging, Ltd., and has converted itself from a limited partnership firm into a company limited by shares. Accordingly, Hilton Forge requested that the ITA determine whether Hilton Metal Forging, Ltd. is the successor-in-interest to Hilton Forge.

Although it is initiating this AD duty changed circumstances review, the ITA has denied Hilton Forge's request to conduct the AD duty changed circumstances review on an expedited basis. Therefore, the preliminary results of this AD duty changed circumstances review will be published in the Federal Register and the ITA will issue the final results not later than 270 days after December 28, 2005.

In addition, the ITA states that it will not change the AD cash deposit requirements for the merchandise subject to this AD duty changed circumstances review, unless a change is determined to be warranted pursuant to the final results of this review.
