AD: Japan Oil Country Tubular Goods

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of January 3, 2006.

  1. For previously reviewed or investigated companies not listed above, the AD duty cash deposit rate will continue to be the company-specific rate established for the most recent period;
  2. If the exporter is not a firm covered in this review, a prior review, or in the original AD investigation, but the manufacturer is, the AD duty cash deposit rate will continue to be the rate established for the most recent period for the manufacturer of the merchandise;
  3. If neither the exporter nor the manufacturer is a firm covered in this review, a prior review, or in the original AD investigation, the AD duty cash deposit rate will be 44.20%, the "All-Others" rate established in the final determination of the AD investigation.

Assessment Instructions for the Review Period (08/01/03 - 07/30/04)

Additionally, the ITA states it will direct CBP to liquidate at 44.20% (the "all others" rate), all subject merchandise manufactured by either NKK Tubes (NKK) or Sumitomo Metal Industries, Ltd. (SMI) that was entered or withdrawn from warehouse for consumption during the period of review, as such sales were made by intermediary companies (e.g., resellers) not covered in this review, a prior review, or the original AD duty investigation.
