AD: China Brake Rotors
The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty changed circumstances review of brake rotors from China.

Huanri Group is successor-in-interest. The ITA states that in these final results, it finds that Shandong Huanri Group Co., Ltd. (Huanri Group) is the successor-in-interest to Shandong Huanri Group General Company (Huanri Group General). Huanri Group no longer has zero rate. However, information from a recent AD duty administrative review has led the ITA to deny Huanri Group General (Huanri Group) a separate rate. According to the final results of that review, Huanri Group General's export related decisions were controlled by the Panjacun Village Committee, and the ITA determined this entity was subject to central government control.
As a result, Huanri Group General (Huanri Group) is now subject to the China-wide rate of 43.32%. According to CBP administrative message 04-1650, Huanri Group General's prior AD rate was zero. (See ITT's Online Archives 11/22/05 news, 05112225 for BP summary of final results of this review.)
The ITA states it will instruct U.S. Customs and Border Protection (CBP) to assign Huanri Group the same AD duty cash-deposit rate applicable to Huanri Group General, which is now 43.32%, effective November 18, 2005, for all shipments of the subject merchandise with a time of entry on or after November 18, 2005.
