AD: Brazil Certain Hot-Rolled Flat-Rolled Carbon Quality Steel Products
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty new shipper review of certain hot-rolled flat-rolled carbon quality steel products for the review period of March 1, 2004 through August 31, 2004.

Bonding is No Longer Permitted
As a result, the ITA states that bonding is no longer permitted to fulfill security requirements for shipments of subject merchandise from CST with a time of entry on or after October 31, 2005.
For shipments with a time of entry on or after October 31, 2005, the ITA has determined the following AD cash deposit rates apply:
AD Cash Deposit Rate for a Time of Entry On or After 10/31/05:

(a) The ITA has determined that for subject merchandise manufactured and exported by CST, the AD cash deposit rate is zero;
(b) For subject merchandise exported by CST but not manufactured by CST, the AD cash deposit rate will continue to be the "all others" rate or the rate applicable to the manufacturer, if so established;
(c) The AD cash deposit rate for exporters who received an AD duty rate in a prior segment of the AD proceeding will continue to be the rate assigned in that segment of the proceeding; and
(d) If the exporter is not a firm covered in this new shipper review or in any previous segment of this AD duty proceeding, but the manufacturer is, the AD cash deposit rate will be that established for the manufacturer in the most recent segment of these proceedings in which the manufacturer participated; and
(e) If neither the exporter nor the manufacturer is a firm covered in this new shipper review or in any previous segment of this AD proceeding, the AD cash deposit rate will be 42.12%, the all others rate established in the AD duty investigation.
Assessment Instructions for the Review Period (03/01/04 - 08/31/04)
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of October 31, 2005.
The ITA also states that it has calculated importer-specific duty assessment rates on the basis of the ratio of the total amount of AD duties calculated for the examined sales to the total entered value of the examined sales for each importer. The ITA will direct CBP to assess the resulting assessment rates against the entered customs values for the subject merchandise on each of the importer's entries during the review period.
