CITA Release August 2005 Official Textile and Apparel Import Data for China, Etc. (Approximate 12-Month Safeguard Levels Available)
The Committee for the Implementation of Textile Agreements (CITA) has posted to its web site updated official textile and apparel import data from the Department of Census for August 2005.

As a result, official August 2005 year-ending data (YE August 2005), for the 12-month period of September 1, 2004 - August 31, 2005 is now available for China-origin textiles and apparel, including those subject to safeguard proceedings that are not yet subject to quota (except for 369pt/666pt, for which data is not readily available).
Similar, official YE July 2005 data for the 12-month period of August 1, 2004 - July 31, 2005, is alsoavailable.
Official August 2005 monthly data for single categories is alsoavailable, as well as U.S. Customs and Border Protection (CBP) preliminary (unofficial) data for September 2005 and for the two 2-week periods of September 11, 2005 - September 24, 2005 and September 25, 2005 - October 8, 2005.
China Safeguard Imposed in October or November Would Have 12-Month Level
If any China safeguard quotas are implemented in October or November 2005. If any China safeguard quota is implemented either in the month of October or November 2005, the safeguard quota would be expected to take effect for exports on or after the date of implementation until a date in 2006 that is one year from the date of implementation. Exports before the date of implementation would not be subject to the safeguard.
This 12-month quantity would equal the YE quantity plus 7.5% (or 6% for wool products).
Below are 12-month YE July 2005 and 12-month YE August 2005 official data for the China categories that are subject to safeguard proceedings (except 369pt/666pt) that do not yet have safeguard quotas imposed, along with their estimated 12 month safeguard levels:
(Note that categories that are currently subject to safeguard quotas, categories 301, 332/432/632pt, 338/339, 340/640, 347/348, 349/649, 352/652, 620, 638/639, and 647/648 are excludedfrom the below table.)
(Data is in dozen, except for categories 222 and 359S/659S which are in kilograms (kg), categories 226 and 619 which are in square meters (m2), and category 443 which is in numbers (nos).)
(Note: The above YE figures are only used to set the level of a China safeguard quota, as only exports on or after the date of implementation are charged to safeguard limits.)

CITA has previously stated that a China safeguard quota limit would end either: (1) on December 31 of the year in which the consultations were requested (i.e. the year in which the quota was implemented), or (2) in cases where three or fewer months remained in the year in which consultations were requested, the limit would end 12 months after the request for consultations (i.e., 12 months after the date the quota was implemented).
