These preliminary results are not in effect and the current requirements for a cash deposit of estimated AD duties on subject merchandise will continue unless and until these requirements are modified pursuant to the final results of this AD duty changed circumstances review. The ITA plans to issue the final results of this AD changed circumstances review at the same time as it issues the final results of the concurrent administrative review, by November 7, 2005.
The ITA states it has preliminarily determined that Shandong Huanri Group Co., Ltd. (Huanri Group) is the successor-in-interest to Shandong Huanri Group General Company (Huanri Group General) for purposes of determining antidumping liability.
If these preliminary results are adopted as final, the ITA will instruct U.S. Customs and Border Protection (CBP) to assign Huanri Group the zero AD duty cash deposit rate applicable to Huanri Group General, effective for entries with a time of entry on or after the date of the publication of the final results of this changed circumstances review.
