The Department of Commerce has issued a fact sheet stating that on October 5, 2005, the Committee for the Implementation of Textile Agreements (CITA) announced its decision to consider nine requests for reapplication of China safeguard quotas on the following categories: 301, 338/339, 340/640, 347/348, 349/649, 352/652, 620, 638/639, and 647/648. The fact sheet states that the U.S. previously established limits on imports of these products that extend through December 31, 2005. 2. APHIS Issues Proposed Rule to Allow Certain Citrus Imports from Peru
The Animal and Plant Health Inspection Service (APHIS) has issued a proposed rule which would amend the fruits and vegetables regulations to allow, under certain conditions, the importation of fresh commercial citrus fruit (grapefruit, limes, mandarin oranges or tangerines, sweet oranges, and tangelos) from approved areas of Peru into the U.S. Based on the evidence in a recent pest risk analysis, APHIS believes these articles can be safely imported from Peru, provided certain conditions are met. Comments must be received on or before November 29, 2005. 3. Presidential Determination on Foreign Gov'ts' Human Trafficking Efforts
On September 21, 2005 Presidential Determination No. 2005-37 was issued, under the Trafficking Victims Protection Act of 2000, concerning certain foreign governments' efforts with respect to trafficking in persons. 4. ITA Announces Microelectronics Trade Mission to Shanghai, China
The International Trade Administration (ITA) has issued a notice announcing that it is organizing a microelectronics trade mission to Shanghai, China for March 20-23, 2006, which will take place during the annual Electronica and Productronica China exhibition. Recruitment will begin immediately and will close on February 3, 2006. 4. FDA Issues Q&A Document on Qualified Health Claims, Announces Meeting
The Food and Drug Administration (FDA) has issued a questions-and-answers (Q&A) document on qualified health claims in food labeling. The FDA has also announced that it intends to hold a public meeting to discuss its study of qualified health claims as well as other studies. 5. FDA Issues Q&A Document on its Agroterrorism Initiative
The Food and Drug Administration (FDA) has issued a Q&A document on its Strategic Partnership Program Agroterrorism (SPPA) Initiative. The FDA explains that SPPA is an initiative among federal and state government agencies and private sector volunteers to provide government and industry with a more complete sector-wide perspective of food and agriculture defense.
