CITA Updates its Textile and Apparel Import Data for China (Official July 2005 Data Added; Additional Preliminary August/Sept 2005 Data Added)
The Committee for the Implementation of Textile Agreements (CITA) has posted to its web site updated official textile and apparel import data from the Department of Census for July 2005.

As a result, July 2005 year-ending data (YE July 2005), for the 12-month period of August 1, 2004 - July 31, 2005 is now available for China-origin textiles and apparel, including those subject to safeguard proceedings that are not yet subject to quota (except for 369pt/666pt, for which data is not readily available).
Similar June 2005 YE data for the 12-month period of July 1, 2004 - June 30, 2005, is also listed below.

CITA has also added U.S. Customs and Border Protection (CBP) preliminary data for August 2005 and for the two 2-week periods of August 14, 2005 - August 27, 2005 and August 28, 2005 - September 10, 2005 to its web site. (See future issue of ITT for BP summary of these statistics.)
China Safeguard Implemented in September Would be Prorated to December 31, 2005; One Implemented in October Would Have a 12-Month Level
If any China safeguard quotas implemented in September 2005. If any China safeguard quota is implemented in the month of September 2005, the safeguard quota would be expected to take effect for exports on or after the September date of implementation through December 31, 2005. (Exports before the September date of implementation would not be subject to the safeguard.)
This 12-month "base" quantity would equal the YE June 2005 quantity plus 7.5% (or 6% for wool products). However, the actual quota level would be a fraction of the 12-month quantity, as it would reflect proration through the end of the year, December 31, 2005. (For example, a China safeguard quota implemented at the end of September 2005 would be set at a level approximately 3/12 (1/4) of the 12-month quantity.)
If any China safeguard quotas implemented in October 2005. If any China safeguard quota is implemented in the month of October 2005, the safeguard would be expected to take effect for exports on or after the October 2005 date of implementation (until a date in October 2006 that is one year from the date of implementation). Exports before the October date of implementation would not be subject to the safeguard.
This 12-month quantity would equal the YE July 2005 quantity plus 7.5% (or 6% for wool products).
Below are 12-month YE June 2005 and 12-month YE July 2005 data for the China categories that are subject to safeguard proceedings (except 369pt/666pt) that do not yet have safeguard quotas imposed, as follows (The approximate quota levels can be calculated, see below):
(Note that categories that are currently subject to safeguard quotas, categories 301, 332/432/632pt, 338/339, 340/640, 347/348, 349/649, 352/652, 620, 638/639, and 647/648 are excludedfrom the below table.)
('O' denotes official import data from Census, current as of its first availability. Data is in dozen, except for categories 222 and 359S/659S which are in kilograms (kg), categories 226 and 619 which are in square meters (m2), and category 443 which is in numbers (nos).)

1. CITA has previously stated that a China safeguard quota limit would end either: (1) on December 31 of the year in which the consultations were requested (i.e. the year in which the quota was implemented), or (2) in cases where three or fewer months remained in the year in which consultations were requested, the limit would end 12 months after the request for consultations (i.e., 12 months after the date the quota was implemented).
