The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty administrative review of heavy forged hand tools, finished or unfinished, with or without handles (HFHT) from China for the period of February 1, 2003 through January 31, 2004.

(a) For any previously reviewed or investigated China or non-China exporter, not covered in this review, with a separate rate, the cash deposit rate will be the company-specific rate established in the most recent segment of these proceedings;

(b) For all other China exporters, the cash deposit rates will be the China-wide rates established in the final results of this review; and

(c) The cash deposit rate for any non-China exporter of subject merchandise from China who does not have its own rate will be the rate applicable to the China exporter that supplied the non-China exporter.

Assessment Instructions for the Review Period (02/01/03 - 01/31/04)

The ITA states that it will determine and CBP will assess antidumping duties on all appropriate entries. For the respondent receiving a calculated AD margin, the ITA states that it calculated importer-specific per-unit AD duty assessment rates, which according to trade sources, may differ significantly from the AD cash deposit rate listed above.

For all shipments of the four HFHT tool types from China exported by the respondents and imported by entities not identified by the respondents, the ITA states that it will instruct CBP to assess antidumping duties at the cash deposit rate in effect on the date of entry.
