CITA Updates its Textile and Apparel Import Data for China (Official June 2005 Data Added; Additional Preliminary July 2005 Data Added)
The Committee for the Implementation of Textile Agreements (CITA) has posted to its web site updated official textile and apparel import data from the Department of Census for June 2005.

As a result, June 2005 year-ending data (YE June 2005), for the 12-month period of July 1, 2004 - June 30, 2005 is now available for China-origin textiles and apparel, including those subject to safeguard proceedings, which are listed below (except for 369pt/666pt, for which data is not readily available, and 332/432/632pt, which is currently subject to a safeguard quota and is closed).
Similar May 2005 YE data for the 12-month period of June 1, 2004 - May 31, 2005, is also listed below.

CITA has also added preliminary U.S. Customs and Border Protection (CBP) data for the two week period of July 17, 2005 - July 30, 2005 to its web site.
2005 Quota Levels for a China Safeguard Implemented in August or September Would Not be Full 12-Month Level but Would be Prorated through End of 2005
If any China safeguard quotas implemented in August 2005. If any China safeguard quota is implemented in the month of August 2005, the safeguard would be expected to take effect for exports on or after the August date of implementation through December 31, 2005. (Exports before the August date of implementation would not be subject to the safeguard.)
The 12-month quantity would equal the YE May 2005 quantity plus 7.5% (or 6% for wool products). However, the actual quota level would be a fraction of the 12-month quantity, as it would reflect proration through the end of the year, December 31, 2005. (For example, a China safeguard quota implemented at the end of August 2005 would be set at a level approximately 4/12 (1/3) of the 12-month quantity.)

('O' denotes official import data from Census, current as of its first availability. Data is in dozen, except for categories 222 and 359S/659S which are in kilograms (kg), and category 620 which is in square meters (m2).)

CITA has previously stated that a China safeguard quota limit would end either: (1) on December 31 of the year in which the consultations were requested, or (2) in cases where three or fewer months remained in the year in which consultations were requested, the limit would end 12 months after the request for consultations.
